Officer Fitness Reports

Requirements for Fitness Reports
Navy regulations require that records be maintained on officers which reflect their fitness for the service and performance of duties. Fitness reports form a primary basis for selecting officers for advanced training, specialization, duty assignment, promotion, and command.
Meritorious Conduct
Fitness reports shall not be used to reward specific meritorious actions. Meritorious conduct shall be mentioned or taken into account when evaluating aspects of performance and personal traits to which it relates.
Misconduct
Fitness reports shall not be directed as punishment or used as an alternative to the proper disposition of misconduct under the Uniform Code of Military Justice (UCMJ).
Adverse Matter
Navy Regulations, 1973, article 1110, requires that a fitness report containing adverse matter be referred to the officer for a statement before being placed in the official record.

As mentioned earlier, fitness reports are used for all of the crucial decisions made for a naval officer in his or her career. The quality and contents of each fitness report depends, to a great extent, on the involvement of the officer being reported on.How Important are FITREPS?
Competition
Competition for all programs is getting tougher each year. It is incumbent upon each officer to narrow the odds when strong performance and leadership are concerned. The initiative to correctly and completely document all aspects of performance must be demonstrated by the officer.
The type of Information
The type of information which should be included in fitness reports includes: quality of contributions made in each billet held, extent of leadership skills, the ability to assume increased responsibility, operational performance, qualifications attained, courses completed, equal opportunity performance, and mentoring of junior personnel.
