Section I. General Information

1-5. Procurement of Food Items.

1. The Department of Defense has designated the Defense Personnel Support Center (DPSC) of the Defense Logistics Agency as the organization responsible for procurement of food items for the armed services. The procurement of most food items is accomplished through contracts initiated by Headquarters, Defense Personnel Support Center, Philadelphia, PA, or Defense Subsistence Regions located in major marketing areas in the United States.

2. The U.S. Army publishes "A Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement." Purchasing activities of the Navy and Marine Corps will buy foods from establishments listed in the "Directory" or from locally approved (by U.S. Army veterinary personnel) establishments. The only authorized exceptions are:

a. Establishments listed in USDA publication, "Meat and Poultry Inspection Directory."

b. Establishments listed in USDA publication, "List of Plants Operating Under USDA Poultry and Egg-grading and Egg Products Inspection Programs."

c. Establishments having a pasteurized milk compliance rating of 90 percent or higher, certified by a State Milk Sanitation Officer, and listed in the "Sanitation Compliance and Enforcement Ratings of Interstate Milk Shippers List" (IMSL). The IMSL is published quarterly by the U.S. Department of Health and Human Services; Public Health Service (PHS); FDA, Center for Food and Applied Nutrition, Office of Compliance, Division of Cooperative Programs, Milk Safety Branch.

d. Establishments listed in the "Dairy Plants Surveyed and Approved for USDA Grading Service This list is published quarterly by the USDA, Agriculture Marketing Service Dairy Division, Dairy Grading Section.

e. Fish establishments listed in Parts I, II, and In of the United States Department of Commerce (USDC) Approved List of Fish Establishments and Products published by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, may serve as sources of processed fish products.

f. Shellfish establishments listed in Interstate Certified Shellfish Shippers List, published monthly by the U. S. department of Health and Human Services, Food and Drug Administration, Washington, DC, may serve as a sources of oysters, clams, and mussels as listed only when the listing covers all shucking, packing, and processing.

g. Certain foreign establishments do not have to be listed in a directory. These establishments are those whose prepacked finished items are:

(1) Imported by distributors or brokers into the United States.

(2) Sold to Armed Forces procurement agencies for commissary store resale, troop issue, or nonappropriated fund use within the United States.

h. Distributors or warehouses, including cold storage warehouses, storing or handling nongovernment owned perishable or semiperishable food packed in containers that protect the food from contamination (may be listed in the Army's Overseas Directory). However, food products sold to the military services by these companies must be from approved sources.

i. Plants located in the United States that process and furnish food products known to possess little or no potential health hazard. Specific exemptions from the directory listing of other plants are on an item-by-item basis. See Naval Supply Systems Command Instruction (NAVSUPINST) 4355.4.

j. Activity commanders sometimes authorize functions such as bake sales, cookie sales, etc., on board their commands. When so authorized, medical personnel should thoroughly brief responsible individuals involved concerning risks and specific precautions to take (e.g., food sources, types of food to avoid, holding temperatures and times, etc.).
